The Survey Division provides support for terminal development/redevelopment, terminal operations, and ship navigation by documenting the use and configuration of the Port's above water and submerged lands and existing features.

EXAMPLES OF DUTIES
Under the direction of the Senior Director of the Engineering Bureau, the Director for Survey in the Survey Division directs and oversees the survey services for the Port of Long Beach. This includes preliminary, property, topographic, geodetic, and hydrographic surveys as defined in the State Land Surveyors Act.
- Provides leadership and direction for the Survey Division which provides survey services to Port divisions, tenants, governmental agencies, contractors, and utility companies in a wide variety of large survey projects, including preliminary, property, topographic, geodetic, and hydrographical surveys.
- Provides strategic direction for the Survey Division in order to align its services and mission with the overall mission of the Port.
- Manages and evaluates the Survey Division work activities, projects and programs; assists staff with resolving difficult and complex problems; develops and directs the implementation of goals, objectives, policies, procedures and work standards; renders administrative decisions where interpretations are necessary.
- Represents the Port and Survey Division at engineering professional functions.
- Oversees the review of construction improvement plans for constructability; determines in-house and consulting staffing levels required for Capital Improvement Projects (CIP's).
- Provides direct and indirect supervision to the Survey Division staff; interviews and recommends employees for hire; trains, coaches and mentors staff; evaluates employee performance, prepares annual performance reviews and provides coaching for performance improvement or for other areas; takes disciplinary action to address performance or other deficiencies;
- Directs the staff in the preparation, research and checking of lease maps, tract maps, parcel maps, deeds, legal descriptions, records of survey and engineering improvement plans; reviews and approves for recording.
- Directs the planning, supervision, and allocation of the Survey Division resources.
- Oversees the preparation of Requests for Statement of Qualifications (RSOQ's); serves on panel that selects consultants; negotiates fees; assembles project team; reviews and approves monthly invoices; oversees the scope, schedule, cost, terms and quality of consultants' work.
- Prepares and reviews Board Memoranda and Bureau Notes; attends the Board of Harbor Commissioners meetings, prepares and presents briefings and presentations for the Board.
REQUIREMENTS TO FILE
As a working director, the preferred candidate for this position should be a demonstrated leader, who has successfully managed public-sector projects and is capable of organizing and directing the services and functions of the Survey Division. The successful incumbent is expected to have an effective management style, be a problem-solver with significant self-awareness. S/he must be committed to the development of a strong client/customer service ethic, responsive to organizational needs and be flexible, innovative and forward thinking.
S/he must be an individual with exceptional verbal and written communication skills who can work effectively with Port stakeholders, including the Board of Harbor Commissioners, senior management and Port staff. S/he must be able to work collaboratively to achieve desired results and convey superior professional standards and unyielding integrity. S/he must be comfortable working in a deadline-driven and demanding environment.
Must be registered as a licensed Land Surveyor in the State of California OR must be registered as a Civil Engineer authorized to practice land surveying in the State of California in accordance with Section 8731 of the Professional Land Surveyors Act.
Advanced coursework in a discipline related to surveying and/or professional certifications are desirable.
- A minimum of ten years of professional experience in office and/or field survey functions working for a large public agency or firm, including at least five years of supervising survey activities, is required.
- A demonstrated history of managing and successfully working with people from diverse backgrounds and areas of technical expertise is required.
- Strong leadership background, with experience as a number one or number two management professional in a complex, similarly situated organization with comparable challenges and structure is expected.
- Expert knowledge of professional land surveying principles, practices, procedures, and equipment; associated civil engineering practices and the equipment applicable to construction, property and topographic surveying is required.
- Knowledge of organizational and management principles, practices, and methods, including goal setting and policy and procedure development and implementation, is required.
- Broad knowledge of the principles, practices and techniques of effective employee supervision, including instructing, training, planning, delegating, inspiring and evaluating of work/performance is required.

- Present proposals and recommendations clearly, logically and persuasively in public meetings.
