The Modesto Irrigation District is currently recruiting to fill one full-time regular position to perform a variety of technical surveying duties including field work, data collection, research, drafting, and mapping; to perform varied calculations for the District's electrical and/or irrigation system; and to perform field inspections.
Engineering Technician I This is the entry level class in the Engineering Technician series. Positions in this class typically have little or no directly related work experience. The Engineering Technician I class is distinguished from the II level by the performance of less than the full range of duties assigned to the II level. Incumbents work under immediate supervision while learning job tasks, progressing to direction as procedures and processes of assigned area of responsibility are learned.
Engineering Technician II This is the journey level class in the Engineering Technician series and is distinguished from the I level by the assignment of the full range of duties. Employees at this level receive only occasional instruction or assistance as new, unusual or unique situations arise and are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the I level.
This class is distinguished from the Engineering Technician III in that the latter is responsible for performing the more complex projects and provides technical and/or functional supervision.
Supervision Received and Exercised
Engineering Technician I: Receives immediate supervision from a higher level supervisor or manager.
Engineering Technician II: Receives general supervision from a higher level supervisor or manager.

The list established as a result of this recruitment may be used to fill other Engineering Technician I/II vacancies that may occur within the District through April 23, 2019.
EXAMPLES OF DUTIES:
Duties may include, but are not limited to, the following:
•Prepare, maintain and revise detailed drawings, maps, blueprints, files, records, tags, schematics, graphs and summaries per instructions, through the use of computers, CADD programs and other associated equipment;
•Conduct periodic and final inspection of construction projects performed by outside developers and contractors.
•Calculate estimates of relocation costs and coordinate construction projects with outside contractors and District construction crews; and monitor contracts with outside contractors and prepare billings as needed.
•Prepare surveying reports, studies, and job packages.
•Determine, review, and administer requirements for service to specific plans, annexations, residential tracts and commercial and industrial developments.
•Assist with surveying field work including, but not limited to, staking for irrigation, electrical construction, and right-of-way.
•Make surveying calculations.
•Make field inspections ensuring District rules, regulations, and standards are adhered to.
•Maintain files and prepare reports.
•Provide technical direction and training for other department personnel.
•Build and maintain positive working relationships with co-workers, other District employees, outside agencies and the public using principles of good customer service.
•Guard surveying equipment at remote sites.
•Perform surveys in remote and/or wet locations.
•Perform traffic control and/or monitor for safety while working within roadways.
•Perform related duties as assigned.
Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:
Engineering Technician I
•Standard surveying principles, practices and terminology.
•Basic methods and techniques of engineering, drafting, surveying, and estimating.
•Algebra, trigonometry, and geometry as applied to technical surveying work.
•Use and application of computer aided design software (AutoCAD Civ3d, GIS).
•Surveying equipment such as Total Stations, Levels, GPS, and data collection equipment.
•English usage, spelling, grammar, and punctuation.
•Principles and practices of safety management.
•Modern office equipment including the use of applicable computer applications.
•Principles and practices of effective customer service.
•Perform field work for topographic surveys, horizontal and vertical control, construction staking, easements and boundaries.
•Assist in drafting record of surveys, topographic surveys, corner records and exhibit maps.
•Perform survey and property boundary research.
•On a continuous basis, know and understand all aspects of the job; intermittently analyze work papers, reports and special projects; identify and interpret technical and numerical information; observe and problem solve operational and technical policies and procedures.
•Ability to prepare accurate, clean sketches, field notes and reports.
•Operate survey equipment such as Topcon Total Station, survey levels and GPS equipment.
•Review field survey data for completeness and accuracy.
•Plot property lines and easements from legal descriptions and maps.
•Make precise surveying measurements.
•Work outdoors under a variety of geographic and climatic conditions and around various outdoor hazards.
•Prepare, maintain, and revise detailed drawings and maps manually and with CADD. Perform difficult mathematical calculations such as longitude/latitude and State Plane coordinates.
•Perform elementary surveying calculations with speed and accuracy
•Use and care for engineering and surveying equipment.
•Maintain records related to work activities; prepare reports.
•Maintain computer databases. Perform technical research.
•Plan, organize and prioritize assigned tasks and functions efficiently under time and pressure deadlines.
•Establish and maintain effective working relationships with those contacted in the course of work.
•Communicate clearly and concisely, both orally and in writing.
Experience: One year of experience performing technical surveying work that involved, survey field work, calculations, research and mapping is desirable.
Education: High school diploma or equivalent. Two years of college with substantial course work in engineering to include drafting, CADD, and mathematics at the trigonometry level.
License and Certificate: Possession of a valid California Class C driver's license.
LSIT Certification is desirable.
In addition to the qualifications for the Engineering Technician I:
•Methods and techniques of engineering, surveying, drafting, and estimating.
•Survey techniques and practices.
•District functions, policies and procedures. District electric and/or irrigation service rules.
•Pertinent local, State, and Federal codes, regulations and laws, and District standards.
•Independently perform technical engineering duties in estimating, planning, surveying, and designing electrical and/or irrigation facilities.
•Prepare legal descriptions and plats for the acquisition of rights-of-ways, easements, and disposal of District owned property.
•Prepare cut/fill sheets to provide contractors, crews and inspectors with a variety of survey data including grades, stationing, point numbers, benchmarks, offsets and descriptions.
•Download and process digital data from Trimble GPS receivers, data collector, and Topcon Total Stations.
Experience: Three years of progressively responsible experience similar to Engineering Technician I with the District.
Training: High school diploma or equivalent. Two years of college with substantial course work in engineering to include drafting, CADD, and mathematics at the trigonometry level.
License and Certificate: Possession of a valid California Class C driver's license. LSIT Certification is desirable.
